According to a recent news report, the UN Committee on the Elimination of Racial Discrimination has expressed concern at persistent "ethnocentric" thinking in South Korea. This is not surprising in light of various serious cases of human rights violations in the country. Yet some people have protested against UNCERD's alleged attempt to "destroy our national identity," saying it's nonsensical to blame the exploitation of migrant workers by a few businessmen on a nationwide attitude of ethnocentricity. But others say we should accept the agency's advice to abandon our ideas of ethnic homogeneity. They seem to believe that we can resolve the racial discrimination issue if we end outdated ethnocentric thinking and accept the "multiethnic" nature of our society.
But the situation leaves us in a very embarrassing place in this regard. First of all,[link widoczny dla zalogowanych], we should determine whether we are really a nation of ethnic homogeneity. Ironically,[link widoczny dla zalogowanych], UNCERD's concern was based on a report submitted by the South Korean government. This report stated,[link widoczny dla zalogowanych], "As a nation of ethnic homogeneity, Korea has traditionally had no experience with ethnic minorities and a prevalent notion in Korean culture of 'pure-bloodedness,' the backbone of ethnic homogeneity, is causing discrimination and bias against 'mixed-bloodedness.'"
But there is no single nation on earth that is ethnically homogeneous. It is a well-known fact that contemporary Koreans are of various ancestries. Even the mythology of Dangun (the legendary founder of Gojoseon) does not state that Dangun was the biological ancestor of the Korean people. The realists during the Chosun Dynasty gave emphasis to Dangun and Kija (or Jizi in Chinese,[link widoczny dla zalogowanych], a semi-legendary Chinese sage who allegedly ruled Kija Chosun,[link widoczny dla zalogowanych], or Jizi Chaoxian in Chinese). These Chosun scholars wanted to extol their cultural dignity and express pride in their country which was small in size but had as long a history as China's and had long been civilized. They didn't care about ethnicity.
But in the face of difficulties during the modernization process,[link widoczny dla zalogowanych], the Korean nation, as a cultural group,[link widoczny dla zalogowanych], was reduced to a mere ethnic community and the national founder Dangun eventually became known as much like the ancestor of an ethnic group. But it is improper for present-day Korea -- one of the world's top 10 economic and cultural powers -- to insist on this belief, a concept created by Chosun's Protestant nationalists to achieve national unity in a time of emergency.
Historically, with a sense of pride in their culture,[link widoczny dla zalogowanych], Goryeo and Chosun used to accept foreigners as naturalized citizens. These naturalized citizens were often given government posts, depending upon their previous status and education. In the process of settling down under the government's support and care,[link widoczny dla zalogowanych], they were given homes and paddy and dry fields, and opportunities of marriage. They and their sons and grandsons were exempted from military service. So the Goryeo and Chosun dynasties treated foreigners as guests. The Chosun royal court's basic policy was that foreigners could become Chosun citizens if they respected Chosun customs and lived according to Chosun law. In light of this, it is not true that Korea has traditionally had no experience with ethnic minorities.
From this point of view,[link widoczny dla zalogowanych], the claim that pure-bloodedness is the main cause of racial discrimination is dubious. Of course, the Chosun Dynasty must have maintained a pre-modern view of people's social standing when it treated Jurchen or Japanese people differently from those of the Chinese Song and Ming dynasties. The Song and Ming were relatively more easily absorbed into Chosun society. Chosun maintained a discriminatory view of the cultural standing of foreigners' home countries, far from insisting on pure-bloodedness.
These days, too, contemporary South Korean society treats people from advanced regions, such as the U.S. and Europe, very differently from those from developing countries. Foreign workers and spouses are suffering discrimination not because of our society's notion of pure-bloodedness,[link widoczny dla zalogowanych], but because of our society's preposterous sense of cultural superiority over their countries. It will not be enough to break away from ideas of pure-bloodedness or the mythology of ethnic homogeneity because our society's racial attitudes and biases are more deeply rooted than this. The problem is our tendency, based on a preposterous sense of superiority, to thoughtlessly despise and discriminate against foreigners merely because they are different from us and their income is less.
